Rules Clarification[]
Minister Tua can't be equipped to huge ships because cards that add upgrade slots aren't allowed for them.

A card that was equipped to Minister Tua’s ship using her effect is not discarded if Minister Tua is discarded by an effect such as Darth Vader.

Minister Tua administered the industrial planet Lothal in Governor Pryce's absence, as shown in the TV-series Star Wars Rebels. She's also a character in the novel "Thrawn" by Timothy Zahn.
