General use of Pass Tokens has been added in Armada 1.5

Before deployment both players compare the number of ships in their fleets. If one player has fewer ships, he receives Pass Tokens equal to the difference. If the player with fewer ships is first player, subtract one Pass Token.
You may discard a Pass Token to pass an activation during Ship Phase if the following conditions are fullfilled:
- If you are the first player you must activate at least 1 ship before you may pass. You may only discard a Pass Token if you have a lower number of unactivated ships than your opponent.
- If you are second player you may only discard a Pass Token if you have a lower or equal number of unactivated ships than your opponent.
- You may not pass two consecutive activations in a row during the same ship phase.
